The Administrator of Resources of the General System of Social Security in Health - ADRES - is an entity attached to the Ministerio de Salud y Protección, with legal status, administrative and financial autonomy and independent assets. The entity is assimilated to a State Industrial and Commercial Company. The ADRES was created in order to guarantee the adequate flow of resources and the respective controls.​​

  • We make the recognition and payment of Capitation Payment Units (UPC) and other resources of the compulsory health insurance.
  • We make money transfers to health service providers and health technology providers, in accordance with what is authorized by the beneficiary of the resources, and we advance the transfers that correspond to the different agents of the System, optimizing the flow of resources.
  • We carry out the verifications for the recognition and payment of social benefits and other benefits that promote efficiency in the management of resources. We carry out, directly, the purchase of recognized portfolio of Health Service Provider Institutions with Health Promotion Companies.
  • We administer the Unique Affiliate Database - BDUA -, which provides the information for the recognition of the periodic payments made to the EPS for health insurance of Colombians.
  • ​We adopt and propose the mechanisms required to protect the resources managed by the entity, in order to avoid fraud.
